Business representatives and experts discussed market problems and critical provisions that should be taken into account when developing an up-to-date regulation of the timber market.<\/span><\/p>\n<p><iframe loading=\"lazy\" title=\"\u041f\u0440\u043e \u043d\u0435\u043e\u0431\u0445\u0456\u0434\u043d\u0456\u0441\u0442\u044c \u0437\u0431\u0430\u043b\u0430\u043d\u0441\u043e\u0432\u0430\u043d\u043e\u0433\u043e \u0437\u0430\u043a\u043e\u043d\u0443 \u00ab\u041f\u0440\u043e \u0440\u0438\u043d\u043e\u043a \u0434\u0435\u0440\u0435\u0432\u0438\u043d\u0438\u00bb\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/nESIIf-aH-M?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/p>\n<p><span data-preserver-spaces=\"true\">According to the EBA Woodworking &amp; Furniture Committee member companies, the woodworking industry operates in conditions of acute shortage of raw materials which hinders the development of production, leads to loss of markets, staff reductions, and as a whole creates a range of negative consequences for the economy.<\/span><\/p>\n\t<div class=\"blockquote-custom-big animate-block animate-block--before animate-block--to-right\">\n\n\t\t<div class=\"quote-header\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t<img src=\"https:\/\/eba.com.ua\/wp-content\/uploads\/2017\/08\/Yevhen_Kuzmenko.jpg\">\n\n\t\t\t\t\t\t\t<span class=\"name\">Yevhen Kuzmenko<\/span>\n\t\t\t\n\t\t\t\t\t\t\t<span class=\"position\">EBA Committee Manager<\/span>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<blockquote class=\"blockquote-custom\">\n\t\t\t\tAs noted by woodworkers, the main problems of the market today include the lack of planned auctions, the realization of auctions in violation of regulations, overstatement of starting prices at auctions, and cases of non-compliance by state with forestry obligations to supply raw materials under auction contracts which lead to the failure of company\u2019s production programs and non-fulfillment of obligations to supply products to customers.\n\t\t\t<\/blockquote>\n\t\t\t\t\n\t<\/div>\n\n<p><span data-preserver-spaces=\"true\">The EBA experts consider that this situation is due to\u00a0<\/span><strong><span data-preserver-spaces=\"true\">imperfect regulation of the sale of raw wood and control over its sale.<\/span><\/strong><\/p>\n<p><span data-preserver-spaces=\"true\">According to Government Resolution \u21161178 from February 1, 2020, to April 1, 2021, the state forestry enterprises should have sold 25% of the monthly planned volumes of raw timber through the electronic trading system &#8220;ProZorro.Sales&#8221; as participants of the pilot project, and in case of their non-compliance with the established criteria &#8211; through other electronic auctions. Currently, the central executive bodies are in the process of approving a CMU draft resolution which proposes to sell untreated wood exclusively through electronic auctions, except in a limited number of cases \u2013 through &#8220;ProZorro.Sales&#8221;.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The EBA Committee representatives, while generally supporting the need to increase transparency in the timber market, would like to draw attention to the fact that the mechanism for selling timber, provided by Resolution \u21161178 with consideration of the changes it proposes, has significant shortcomings and needs to be improved. Draft laws \u21164197 and \u21164197-1 \u201cOn the Wood Market\u201d, registered in the Verkhovna Rada, also need revision.<\/span><\/p>\n\t<div class=\"blockquote-custom-big animate-block animate-block--before animate-block--to-right\">\n\n\t\t<div class=\"quote-header\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t<img src=\"https:\/\/eba.com.ua\/wp-content\/uploads\/2021\/04\/Bogdan_Tsypryk-120x120-1.png\">\n\n\t\t\t\t\t\t\t<span class=\"name\">Bohdan Tsupryk<\/span>\n\t\t\t\n\t\t\t\t\t\t\t<span class=\"position\">Chair of the Woodworking &amp; Furniture Committee Manager<\/span>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<blockquote class=\"blockquote-custom\">\n\t\t\t\tThe rules in the wood market should be established by a respective sectoral law. However, the draft laws submitted to the Parliament are extremely imperfect and need significant revision from the representatives of the relevant associations of furniture makers and woodworkers. In the current versions, the draft laws do not solve the problems of the industry, but on the contrary, create new difficulties and risks for the development of all domestic production, which is contrary to the national interests of Ukraine.\n\t\t\t<\/blockquote>\n\t\t\t\t\n\t<\/div>\n\n<p><span data-preserver-spaces=\"true\">That is why the EBA appealed to the Prime Minister of Ukraine, the Minister of Environmental Protection and Natural Resources of Ukraine, relevant MPs to consider the position of the industry players and their proposals to improve these regulations.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">A balanced draft law on the timber market should be based on the following principles of market functioning.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">First, it is necessary to provide for the possibility of selling timber, both on the terms of auctions and under long-term (annual) contracts and on the cascade principle of auctioning.
