The development of state aid mechanisms is finally being raised at the highest level in Ukraine, following the example of EU countries. Experts, businesses, MPs, and the government agree that eco-tax revenues can be the source for funding eco-modernization.<\/p>\n<p>This was discussed today by EBA representatives during a meeting of the working group &#8220;Discussion of the environmental tax reform concept &#8220;, chaired by Mr. Oleksii Ustenko, Chairman of the Subcommittee on Rents, Environmental Tax and Taxation, VRU Committee on Finance, Tax and Customs Policy.<\/p>\n\t<div class=\"blockquote-custom-big animate-block animate-block--before animate-block--to-right\">\n\n\t\t<div class=\"quote-header\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t<img src=\"https:\/\/eba.com.ua\/wp-content\/uploads\/2020\/03\/Olga_Boiko.png\">\n\n\t\t\t\t\t\t\t<span class=\"name\">Olga Boiko<\/span>\n\t\t\t\n\t\t\t\t\t\t\t<span class=\"position\">EBA Industrial Ecology, and Sustainable Development Committee Coordinator<\/span>\n\t\t\t\t\t<\/div>\n\n\t\t\t\t\t<blockquote class=\"blockquote-custom\">\n\t\t\t\tUnder the current conditions, eco-modernization is possible only with the cooperation of the state and business. Grants, soft loans (repayable assistance), the use of environmental tax revenues, and fine funds for the implementation of environmental measures, tax exemptions - all these tools have allowed companies from EU countries to carry out industrial greening without significant economic losses. We can do it too, and we are glad that we have the support and understanding of the authorities.\n\t\t\t<\/blockquote>\n\t\t\t\t\n\t<\/div>\n\n<p>As shown by international experience, for example, in Poland, funds from natural resource payments, environmental taxes, pollution fines, and revenues from the sale of CO2 emission allowances are directed to special funds and used exclusively to finance environmental measures at the state and local levels. As a result, companies have the opportunity to receive partial financing or soft loans (repayable assistance) for their eco-modernization projects, as well as for the attraction of EU funds.
