On March 18, the Standing Commission on Technogenic and Ecological Safety and Emergency of the Kyiv City Council adopted Minutes \u211620, which introduced a range of additional quarantine restrictions in the city of Kyiv.<\/p>\n
Minutes \u211620 was adopted at a time when Kyiv entered the “orange” epidemic danger level for the spread of COVID-19. Meanwhile, quarantine restrictions established by CMU Resolution \u21161236 on the introduction of restrictive anti-epidemic measures to prevent the spread of COVID-19 in Ukraine for regions classified as “red” epidemic zone were to be introduced in Kyiv on March 23.<\/p>\n
At the same time, the requirements of Minutes \u211620 differed from those of CMU Resolution \u21161236 for the “red zone”. For example, Minutes \u211620 did not allow the offline sale of means of communication<\/strong> that are currently the goods of critical importance as the majority of the population stays at home and is forced to work remotely. Besides, paragraph 1.4 of Minutes \u211620 was set out in such a way that it was not clear whether grocery stores, pharmacies, etc., with an area of \u200b\u200bless than 200 square meters<\/strong>, were allowed to operate. Moreover, paragraph 1.4 set a stricter limit on the number of visitors, namely no more than 1 person per 20 square meters, while recommendations \u211617 approved by the Chief State Sanitary Doctor of Ukraine of May 9, 2020, provides for a limit of not more than 1 person per 10 square meters<\/strong>.<\/p>\n Given the above, the business asked the Kyiv Mayor to take into account the relevant provisions of Resolution \u21161236, as well as some other proposals, so that entrepreneurs have a common understanding of the rules of work during increased restrictive measures without ambiguous interpretations by business and authorities.<\/p>\n The European Business Association thanks the Standing Committee on Technogenic and Environmental Safety and Emergency of the Kyiv City Council for bringing the quarantine restrictions established by the Kyiv City Council\u2019s Minutes in accordance with the rules established by the Government on the introduction of restrictive anti-epidemic measures to prevent COVID-19.<\/p>\n <\/p>\n
