For more than a year, the VRU Committee on Transport and Infrastructure has been revising the law \u21161196-1 on Railway Transport of Ukraine. Thus, this long-awaited draft law, which aims at reforming the national railway industry, is not yet submitted to the Verkhovna Rada.<\/span><\/p>\n

The EBA experts note that the railway transportation market has long craved for reforms. The changes are necessary to increase the efficiency of railway transport, stimulate investment and introduce full access to transportation by private locomotives. Besides, the reforms are part of Ukraine’s obligations under the Association Agreement with the EU, which provide for the implementation of a number of EU regulations in the railway sector.<\/span><\/p>\n\t

\n\t\t\t\tThe updated comprehensive draft law should envisage reforming Ukrzaliznytsia, creating a competitive market for passenger and cargo transportation, regulating the NCTR\u2019s tariff and introducing a transparent scheme for calculating and applying the investment component of the tariff, providing non-discriminatory access to railway infrastructure, and abolishing the compensation of passenger transportation at the cost of cargo transportation, and other progressive changes. These are the key aspects pointed out by the members of our Committee. The issues of railway safety and security of the cargo and rolling stock also need additional attention.\n\t\t\t<\/blockquote>\n\t\t\t\t\n\t<\/div>\n\n

Currently, the business community is concerned about the delay in consideration of the draft law and calls on the Chairman of the relevant Verkhovna Rada Committee to accelerate the revision of the document with the participation of the EBA experts, as well as to ensure its inclusion in the VRU session agenda and further adoption. We hope for the prompt resumption of the active work on this important document for the railway industry!<\/span><\/p>\n
