Redcliffe Partners advised US investors Aspect Energy and SigmaBleyzer (acting jointly through a special-purpose vehicle, Ukrainian Energy, L.L.C.) in connection with the 18-month negotiation and successful signing of a Production Sharing Agreement (PSA) with the State of Ukraine. These are the first US investors to invest via PSA since the exit of Chevron from Ukraine in 2014.<\/p>\n
On 13 January 2021, Deputy Energy Minister Yuriy Boyko (on behalf of the State of Ukraine) and Partner Dmytro Fedoruk (on behalf of Ukrainian Energy, L.L.C.) signed the 50-year PSA for the Varvynska block, comprising approximately 3,500 km2<\/sup>, in Eastern Ukraine.<\/p>\n “The signing of the PSAs is an example of the improvement of the investment climate in Ukraine, and another major step towards the state’s energy independence”,<\/em> said Ukrainian Prime Minister Denys Shmyhal<\/strong>.<\/p>\n Aspect Energy, SigmaBleyzer and potential partners expect to spend at least USD41.5 million during the first four years of the exploration period, subject to the PSA terms. Significantly, Aspect Energy brings new exploration ideas and seismic technology innovation to its exploration programmes.
