The business community, united by the European Business Association, the American Chamber of Commerce in Ukraine, and the Union of Ukrainian Entrepreneurs, once again appeal to the Chairman of the Verkhovna Rada of Ukraine \u2013 Mr.Dmytro Razumkov, and parliamentary factions regarding the critical situation in the feed market.<\/p>\n
On January 19, 2020, the Law of Ukraine \u21162264-VIII “On Food Safety and Hygiene” came into force, which, among other things, regulates the production and import of feed, particularly for pets. The law abolished the system of registration of finished feeds and instead introduced new requirements according to which finished feeds can be produced or imported into Ukraine only with the use of feed additives, which are registered in the State Register of Feed Additives.<\/p>\n
Starting from January 2020, the state registration of finished pet food was suspended. At the same time, the state registration of feed additives to finished feed has not been launched under the new rules. In addition, during the two-year transition period established by the Law, no decision was made to recognize the EU requirements for registration of feed additives as equivalent to the requirements of Ukrainian regulation, which is a condition for launching a simplified procedure for state registration of feed additives in Ukraine.<\/p>\n
As a result, only feed, registered before 2020, can be currently sold on the domestic market, while the import and production of feed with updated and improved recipes are stopped.<\/p>\n
This critical situation leads to a current reduction in the supply of feed. If the problem is not promptly resolved, Ukraine risks, in the long run, to be left completely without the market of feed containing feed additives.<\/p>\n
The draft Law \u21163672 proposes to establish an additional transitional period for certain provisions of the Law and thus postpone the application of the requirement that feeds can be produced or imported into Ukraine only with the use of feed additives registered in the State Register of Feed Additives. It is expected that during the transition period envisaged by the draft Law \u21163672 the norms of the Law will be fully implemented, and the system of state registration of feed additives will be implemented in practice.<\/p>\n
At a meeting on September 30, 2020, the Verkhovna Rada Committee on Agrarian Policy and Land Relations recommended adopting the draft Law \u21163672 as a basis and as a whole with the view to the crisis in the feed market and proposals of the business community.<\/p>\n
Therefore, the business community calls on parliamentary factions and MPs to pay attention to this situation. We ask the leadership of the Verkhovna Rada to include the draft Law \u21163672 in the agenda of the plenary sittings of the Verkhovna Rada scheduled for November 3-6, 2020, and the people’s deputies to adopt it as a basis and as a whole.<\/p>\n
