The draft law proposes substantial changes, including the waste management hierarchy, extended producer responsibility, waste management information system, separate waste collection, and incentives for the use of secondary raw materials instead of exhaustible natural resources, etc.<\/p>\n<p>Experts of the European Business Association support the state&#8217;s aspiration to update the waste management industry, but emphasize the need to revise the text of the draft law No.2207-1-d, particularly,\u00a0<strong>the following five provisions<\/strong>:<\/p>\n<ul>\n<li>Maintaining an effective European approach such as an extended producer responsibility (EPR) system. Thus, the manufacturer is responsible not only for the quality and safety of the product but also for its packaging waste;<\/li>\n<li>Excluding the tax approach, which contradicts Directive 2008\/98 \/ EC, and is a way for producers to fulfill their waste management obligations instead of EPR;<\/li>\n<li>Analyzing properly the provisions on operators of the municipal waste management system, which is a new player in the market, in accordance with the legislation on protection of economic competition;<\/li>\n<li>Establishment of existing norms for operations with scrap metal, taking into account regulations within the framework of the pure Law of Ukraine &#8220;On scrap metal&#8221;, as well as provided on July 14, the bill \u2116 2426 on de-shadowing of industrial metallurgical raw materials;<\/li>\n<li>Introducing effective economic and financial incentives to encourage business and prioritize the use of recycled waste instead of primary raw materials and the subsequent transition to a circular economy.<\/li>\n<\/ul>\n<p>The business community thanks to the Verkhovna Rada Committee on Environmental Policy and Nature Management and the Ministry of Environmental Protection and Natural Resources for developing the document and looks forward to having the abovementioned proposals considered in draft law No.2207-1d.<\/p>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>Yesterday, July 21, the draft Law \u201cOn Waste Management\u201d No.2207-1d was adopted in the first reading by the Verkhovna Rada at an extraordinary sitting.
