The amendments concern the draft law No.3658 which is a compromise agreement between the state and green electricity producers. The expectations for its adoption were expressed by participants of the discussion “Sustainable Development of RES in Ukraine”, held by the European Business Association on Monday, July 13, with the participation of business, public authorities, MPs, and market experts.<\/span><\/p>\n During the meeting, there was a presentation of solutions for the sustainable development of RES in Ukraine based on the research made by the Razumkov Center. Thus, the proposals include legislative initiatives, changes to the model of Supplier with Special Responsibilities (SSP) in the electricity market, and priority measures to regulate non-payments. As for today, the State Enterprise “State Buyer” owes to RES producers a debt of 17 billion UAH.<\/span><\/p>\n The participants also discussed the current situation regarding the implementation of the Memorandum of Understanding between the Government and green energy producers. Thus, Oleksandr Martyniuk, acting Director-General of the Energy Markets Directorate of the Ministry of Energy said that at an extraordinary sitting of the Verkhovna Rada MPs could support the reduction of the term of preparation of the draft law No.3658 for the second reading, and after expedited consideration of amendments it can be submitted for consideration. We thank the people’s deputies who supported this decision at the sitting of the Verkhovna Rada on July 14. Mr. Martyniuk stressed the importance of adopting this document before the end of the current session of the Verkhovna Rada.<\/span><\/p>\n After the adoption of the draft law in the Parliament, the Ministry is ready to proceed with its implementation in a short time, particularly, to develop and submit for approval a quota on the auction support. Thus, the draft law provides for the transition of <\/span>new RES facilities\u00a0 from a green tariff to a green auction, as well as the improvement of this mechanism. Therefore, the first auction may be held this year upon the settlement of all technical issues.<\/p>\n Yurii Boiko, Deputy Minister of Energy of Ukraine, noted that resolving the situation on the RES market requires a balanced approach. Given environmental and climate change, Ukraine must prioritize the sound development of green technologies and the growth of the clean energy share, along with ensuring the reliability and sustainability of energy supply.
