<\/p>\n
Starting this week, in Ukraine, there is a single document that will be the basis for establishing a framework draft law on the management of major types of waste according to the European model.<\/p>\n
On Wednesday, the Verkhovna Rada decided to send the draft law No.2207-1 on Waste Management to the Committee on Environmental Policy and Nature Management for revision in preparation for the second reading. Previously there were three documents regulating the issue of waste management in Ukraine \u2013 draft laws No.2207, 2207-1, 2207-2. Business welcomes the decision to support the Draft Law No.2207-1 as the most progressive one.<\/p>\n
Thus, the draft law implies 6 important aspects for business:<\/p>\n
– introducing the waste management hierarchy (waste prevention, waste reuse, recycling, recovery (with energy generation) and disposal;
\n– creating the National Waste List;
\n– developing waste management plans – at the national, regional and local levels;
\n– implementing a system of extended producer responsibility;
\n– introducing a waste management information system;
\n– establishing a system of liability for violating laws on waste management.<\/p>\n
At the same time, the European Business Association calls on the Committee on Environmental Policy and Environmental Management to consider 4 proposals from businesses<\/strong>, in order to harmonize the document with European legislation (Directive 2008\/98 \/ EU).<\/p>\n First, the draft law should exclude the regulation of operations with scrap metal, as a critical raw material for industry. Secondly, it is necessary to ensure the transparency in dividing waste into hazardous and non-hazardous categories according to the European classification. The third is the introduction of mechanisms to stimulate waste recovery and the use of recovered waste instead of primary raw materials. Fourth, it is important to promote the development of the waste recycling infrastructure.<\/p>\n We hope the voice of business will be heard.
