On April 23, 2020 EBA Southern Ukrainian Office met online with Mykhailo Gribanov<\/strong>, Head of the Odesa Customs of the State Customs Service. The represantatives of the Association of International Freight Forwarders of Ukraine (AIFFU) were also present at the meeting.<\/p>\n Thus, there was a talk about reforms of the State Customs Service, the situation with the turnover, customs procedures, issues related to quarantine restrictions and compliance with sanitary and anti-epidemic measures. Mr. Gribanov<\/strong> shared the main tasks in the short and long term, which he faces as the head of the Odesa Customs, and noted that the main indicators of efficiency are to create comfortable conditions for the FEA and increase turnover. In addition, the emphasis was made on the importance reducing the number of procedures, working with staff, developing the capacity of the region and innovating.<\/p>\n In turn, Viktor Berestenko<\/strong>, AIFFU Director General, moderator of the meeting, and Alexander Lazarev<\/strong>, founder of LAMARIN, Co-chair of the EBA Customs Committee in Kiyv and Chairman of the EBA Odesa Coordinating Council, voiced the most pressing business issues.<\/p>\n In particular, information systems work, customs formalities audit, quarantine restrictions communications, lowering of customs value, interrupted transit and interaction with law enforcement bodies were on top. We also talked about the maimtainance of the structural units and ways to improve the performance of the customs posts\u2019 management, departments and inspection staff.<\/p>\n Moreover talked about a number of systematic issues that the European Business Association has already addressed in writing form to Mr. Gribanov and they were further discussed during the meeting:<\/p>\n Firstly<\/strong>, the procedure for customs clearance of container cargo from ports that does not meet with the requirements of the Customs Code of Ukraine remains complicated. It is necessary to introduce the principle of notification to replace the permit principle of reconciling container loading and to audit the business processes of issuing a pass from the port.<\/p>\n Secondly<\/strong>, there are a number of complex procedures for customs clearance of cargo into import mode at the Odesa Customs atypical for use at other customs. Unified customs clearance procedures (for all regions of Ukraine) should be put in order to create an equal rules of the game for all FEA participants and to promote a more competitive environment by attracting more customs brokers in Odesa.<\/p>\n Thirdly<\/strong>, the customs control forms generated by the Risk Management System (RMS) and the accrual of risk points were not previously comparable to the rules for the transport of containerized cargo. A new risk assessment system is currently implemented and we expect for the results of its adoption in practice.<\/p>\n Fourthly<\/strong>, lack of progress on handling the cargoes that the consignee has not addressed for. It is necessary to develop a procedure for the transfer of such goods to customs warehouses.<\/p>\n Fifthly<\/strong>, to accelerate the introduction of electronic quarantine document flow. It is worth reviewing all documents submitted to customs in paper form.<\/p>\n At the end of the meeting was agreed to meet on the regular basis and particularly in the Online format, as well as to report difficulties with customs clearance and any violations on the part of Customs officers directly to the Odesa Customs Managment.
