Business Opportunities of Western Ukraine\u201d\u00a0conference as part of\u00a0the\u00a0Annual General Membership Day 2018.\u00a0<\/span><\/p>\nWe invited the representatives from the EU and foreign Embassies to learn\u00a0more\u00a0about the region\u00a0by\u00a0presenting\u00a0best practices and success stories\u00a0in\u00a0IT and automotive industries at the conference.\u00a0<\/span><\/p>\nAmong\u00a0our invited\u00a0guest speakers were:\u00a0Daniel Kramer,\u00a0Deputy Head of Sector of the Trade Section of the EU Delegation to Ukraine,\u00a0Cathy Cottrell, First Secretary for Energy Policy and Head of the Commercial Section of the British Embassy,\u00a0Dmytro\u00a0Pankratov, Business Coordinator of the Embassy\u00a0of Norway\u00a0in Kyiv;\u00a0Roman\u00a0Matys, Head of Investment Policy Department of\u00a0Lviv\u00a0Regional State Administration; Dmytro\u00a0Sherenhovskyi,\u00a0Head of the Academic Department of the Ukrainian Catholic University;\u00a0Yuriy\u00a0Reznyk, Director of\u00a0Klingspor.\u00a0<\/span><\/p>\nThe moderator of the meeting was Anton\u00a0Podilchak, Head of EBA Western Ukrainian Office Regional Coordination Council, Managing Partner at Advice Group.\u00a0<\/span><\/p>\nAnton\u00a0Podilchak\u00a0asked\u00a0the guests speakers and attendees\u00a0to comment on\u00a0how potential investors perceive Ukraine, what is the image of Ukraine from the point of view of foreign representatives, and what\u00a0is\u00a0the situation with the investment climate in\u00a0Lviv\u00a0region.\u00a0<\/span><\/p>\nDaniel\u00a0<\/b>K<\/b>ramer<\/b>,\u00a0<\/b>Deputy Head of Sector of the Trade Section of the EU Delegation to Ukraine,\u00a0commented on the image of Ukraine:<\/b>\u00a0<\/span><\/p>\n\n- Everyone in the EU is aware that Ukraine is full of potential. It has skilled workforce, it is a huge country, it has big population, industrial tradition etc. This is the common knowledge in the EU. But the question that always arises why it doesn\u2019t attract more investment. What we see that is a lack of rule of law and corruption. That is the biggest issue now. It infects the investment climate.\u00a0\u00a0<\/span><\/li>\n
- Talking about security,\u00a0according to surveys and to my personal experience it is not the top among the issues for\u00a0investors,\u00a0but it is still\u00a0matters\u00a0a lot.\u00a0Since the martial law we had several calls from European companies from European member states asking us what\u00a0is the situation,\u00a0and whether they should invest. We said to them that from Kyiv it doesn\u2019t seemed to have an impact. Looks like more an internal politics. The level of risk did not change.\u00a0\u00a0<\/span><\/li>\n
- Lviv\u00a0and this region,\u00a0of course,\u00a0is far from Donbas and far from\u00a0Crimea,\u00a0but\u00a0investors perceive\u00a0Ukraine\u00a0as the whole. Here in\u00a0Lviv\u00a0region\u00a0the\u00a0situation\u00a0is better with rule of\u00a0law,\u00a0but investors\u00a0see you\u00a0as\u00a0one\u00a0country.\u00a0\u00a0<\/span><\/li>\n
- The EU is here for you and the Association Agreement will help your business. We have a lot of new projects for SMEs. Do not hesitate to contact me to help SMEs with innovations and to connect businesses with the EU.\u00a0<\/span><\/li>\n<\/ul>\n

- People do not know that\u00a0here\u00a0are lots of\u00a0opportunities. I remember how we lived 15-20 years ago. Would a\u00a0normal Ukrainian easily get a foreign passport, would you be able to register your car easily, would you get a child in a good school without bribe? I believe that we\u00a0should\u00a0be more positive in what we have.\u00a0For example, Ukraine is one of the most open countries\u00a0in the world.\u00a0<\/span><\/li>\n
- Once I met a representative from Lichtenstein and\u00a0he said that he was\u00a0fed up with that corruption. I was surprised that we talk about corruption is such country, I think that we must accept that corruption is simply everywhere,\u00a0in different forms and means, in different situations.\u00a0If we look at\u00a0Ukraine,\u00a0we can see that\u00a0it is the most successful countries combating small corruption\u00a0in a short period of time. We\u00a0have to\u00a0start\u00a0with the\u00a0small steps. You cannot do\u00a0reforms\u00a0overnight. You cannot\u00a0through out\u00a0all\u00a0the judges and ask new to come. Because people who are decent and intelligent\u00a0work for international companies. They\u00a0would not\u00a0leave\u00a0SoftServe\u00a0tomorrow and come to work as a judge.\u00a0\u00a0<\/span><\/li>\n
- We live in a time of constant transformation. Who we are today that doesn\u2019t mean that we will be the same person\u00a0tomorrow.\u00a0All our practices could be inapplicable\u00a0tomorrow.\u00a0All business should be ready for this. We\u00a0don\u2019t think\u00a0strategically.\u00a0As a representative of Austria here in Ukraine\u00a0very often\u00a0I hear that somebody from the army\u00a0goes\u00a0and asks\u00a0EU that\u00a0we need some socks, gloves, clothes\u00a0etc. I think that global community expects\u00a0want\u00a0to hear\u00a0that we have one of the best\u00a0army\u00a0in the world, military equipment in the front of the border,\u00a0we are 100 percent save for\u00a0their\u00a0investments. We receive help from foreign partners for which we are very\u00a0grateful,\u00a0but our internal problem is our problem and we\u00a0should\u00a0solve it. We will get enough advices, assistance,\u00a0but we\u00a0should\u00a0solve it.\u00a0We are the one who should improve our country.\u00a0Furthermore,\u00a0we should provide the maximum level of trust.\u00a0Trust is something that brings investment to a\u00a0country. If investor\u00a0doesn\u2019t trust\u00a0us,\u00a0he will\u00a0not be here.\u00a0Trust is the main argument for today.\u00a0<\/span><\/li>\n<\/ul>\n
Dmytro\u00a0<\/b>Sherenhovskyi<\/b>,\u00a0Head of the Academic Department of the Ukrainian Catholic University,\u00a0commented on the security situation in Ukraine:\u00a0<\/span><\/p>\n\n- Nevertheless,\u00a0security matters. This is an important issue and we have a number of\u00a0data\u00a0conducted together with the European Universities for example with Birmingham University, where we tried to identify the situation in Ukraine. There are the cases from Balkan states, Afghanistan or Iraq showing that sequences matter. First should be stability present\u00a0in the country, then economy development and political development. What is interesting in Ukrainian case that all\u00a0these\u00a0researches show that being free child state during the post conflict or conflict period is the best chance for local community and business sector to influence. The state system is the most vulnerable at one point of time, but it is also the most open for the transformation.\u00a0\u00a0<\/span><\/li>\n
- The most urgent issue and there\u00a0is a data showing that that influence on the situation\u00a0is a lack of recognition that private sector can influence.\u00a0The second thing is the lack of understanding of what business communities and NGOs can\u00a0actually do.\u00a0\u00a0<\/span><\/li>\n
- What should be done?\u00a0We should have success stories and\u00a0show that business community have legitimacy over the business environment and\u00a0make these reforms\u00a0and\u00a0push these reforms. This is very vital thing for the country that face conflict. The business should incorporate state building and peace building objectives into their operational agenda here in the country. This factor will also help a lot.\u00a0<\/span><\/li>\n<\/ul>\n
Roman\u00a0<\/b>Matys<\/b>,<\/b>\u00a0Head of\u00a0Head of Investment Policy Department of\u00a0Lviv\u00a0Regional State Administration,\u00a0gave\u00a0some statics\u00a0and insights\u00a0for\u00a02016-2018 period\u00a0concerning the investment in\u00a0Lviv\u00a0region:\u00a0<\/span><\/p>\n\n- Before we started to implement the Strategy \u201cLviv\u00a0Region \u2013 European Factory\u201d nobody talked about automotive industry here. But this year\u00a0Lviv\u00a0hosted Automotive Forum for the second\u00a0time with the representatives from more\u00a0than 15 countries. We organized\u00a0Business Process Operations\u00a0Forum\u00a0for the first time in Ukraine to promote moving share centers from other countries to\u00a0Lviv\u00a0region.\u00a0\u00a0<\/span><\/li>\n
- Everybody think about the automotive sphere only as a cable production but that is wrong. We change our\u00a0priority\u00a0from mass production to\u00a0automated\u00a0production and R&D. If we meet a company that would like to set up here with more than 1000 employees, we can propose only 2 production\u00a0sites\u00a0without hard competition for talents. All others are occupied.\u00a0<\/span><\/li>\n
- The main things that help us to attract investors are favorable business environment, comfort in doing business and support from the local authorities. Special department which accompanies the investor\u00a0act as a barrier against corruption and give\u00a0investors\u00a0understanding that\u00a0authorities are concerned about doing business comfortably\u00a0in the region.\u00a0We work with CRM system and can easily track all the stages and task that should be done.\u00a0\u00a0<\/span><\/li>\n
- During 2016-2018 in\u00a0Lviv\u00a0region 240 new enterprises\u00a0were opened, 25000 workplaces\u00a0were\u00a0created, promotion of business opportunities in\u00a0Lviv\u00a0was\u00a0made in 105 countries, 8 international events\u00a0were\u00a0organized, 383, 6\u00a0mln\u00a0dollars\u00a0of investments\u00a0were\u00a0involved\u00a0to\u00a0region.\u00a0\u00a0<\/span><\/li>\n<\/ul>\n
Yuriy<\/b>\u00a0<\/b>Reznyk<\/b>,<\/b>\u00a0Director of\u00a0Klingspor,\u00a0commented on\u00a0doing business in Ukraine\u00a0from business prospective:\u00a0<\/span><\/p>\n\n- We are\u00a0a\u00a0German company from abrasive\u00a0materials manufacturing. This year we celebrated 125-year anniversary worldwide. We have only 4 production companies worldwide and one of them located here in Ukraine. We set up our Ukrainian company 10 years ago. After 2 years at our head office we decided to implement\u00a0a\u00a0new big project \u2013 production of diamond\u00a0cutting blades. We are the only\u00a0company\u00a0who produce this type of project. We slowly remove some parts\u00a0of production from France to Ukraine. We do not have any claims worldwide\u00a0concerning our product. We are stable plant as for the mother company. We plan to invest more into new equipment to continue our development in Ukraine.\u00a0<\/span><\/li>\n<\/ul>\n
Svyatoslav<\/b>\u00a0<\/b>Belei<\/b>,<\/b>\u00a0Head of Integrity &\u00a0Compliance\u00a0Department at ABB,\u00a0also\u00a0added\u00a0concerning situation in Ukraine:\u00a0<\/span><\/p>\n\n- We talk a lot about security and rule of\u00a0law,\u00a0but such situations\u00a0have\u00a0never stopped\u00a0ABB global company. We have business in India, in Israel. The only problem in Ukraine for us is the judicial system.\u00a0It is good to bring such companies as ABB with brilliant compliance practices. The situation has improved significantly during the last 10 years of my experience. The tendency here in region is getting better and better. The more foreign investments we will have here, the more positive practices we have the better will be the climate tomorrow or already yesterday.\u00a0<\/span><\/li>\n<\/ul>\n
Taras<\/b>\u00a0<\/b>Kytsmey<\/b>,<\/b>\u00a0Co-owner of\u00a0SoftServe,\u00a0commented on\u00a0the\u00a0situation in IT sphere in Ukraine:\u00a0<\/span><\/p>\n\n- The environment that we have today is very beneficial for IT Industry. We have results. We can argue a\u00a0lot,\u00a0but we have proven that the industry is growing. Maybe IT has some specifics. We are exporting services. We deliver them through the internet. We do not need certificates, plants etc. Our people working\u00a0from\u00a0around the\u00a0globe,\u00a0but they live in Ukraine.\u00a0<\/span><\/li>\n
- Today we have more than 120\u202f000 IT\u00a0Engineers\u00a0in Ukraine. The industry is growing\u00a0for\u00a0about 20% per year. We are building great synergy locally in Ukraine with other IT companies. We are building together IT Park, one IT\u00a0House for software engineers with attractive price. We are competing,\u00a0but we are building the environment based on trust. The same approach we use in work with our clients. Our main clients\u00a0are located in\u00a0the USA and EU and\u00a0this is together with our clients. And we see that such values as openness, transparency\u00a0and\u00a0trust bring us to results.\u00a0<\/span><\/li>\n<\/ul>\n
