As the grounds for the claim, the City Council has referred to its own decision to increase the rent.<\/p>\n<p>The local court dismissed the claim in full. The court agreed with the defendant\u2019s arguments that neither the law nor the agreement provided for the lessor\u2019s right to amend, unilaterally and on its own initiative, the agreement, so that to revise the rent, and that the decision of the City Council to increase the rent could not serve as a legislative ground for amending the agreement.
