The workshop was attended by more than 60 participants \u2013 representatives of the Ministry of Health of Ukraine, State Expert Centre at the Ministry Health of Ukraine, Expert Committee on Selection and Use of Essential Medicines at the Ministry of Health of Ukraine, healthcare facilities, foreign and domestic pharmaceutical companies, professional associations and experts of SafeMed project, which provides technical support to the Ministry of Health of Ukraine.<\/p>\n<p>Condition of transition of procurement in Ukraine to the National List model, main problems of transformation of public procurement which arise in regions due to introduction of the National List and possible ways of their solution were highlighted by Dmytro Aleshko, partner at Legal Alliance Company. Representatives of state authorities, pharmaceutical sector and healthcare facilities, who looked at the process both from the business and budget funds management standpoints, took part in the discussion. They discussed different aspects of procurement process and how it influences interests of patients and pharmaceutical companies. Important practical aspects were information on procurement in regions and how introduction of the National List influenced provision of the patients in in-patient units.<\/p>\n<p>Olena Matveeva, Deputy Head of the Expert Centre of the State Expert Centre at the Ministry of Health of Ukraine told about compliance with legislation at preparation of applications on amendments to the National List of Essential Medicines, criteria for their selection, nuances of preparation and frequent mistakes at submission. Some of typical flaws detected at expert assessment of applications and supporting materials are non-compliance with requirements to application filling, wrongly chosen comparator, non-observance of \u0420\u0406\u0421\u041e principle requirements, inconsistent information, failure to provide full supporting information to the application.<\/p>\n<p>Dmytro Aleshko, partner at Legal Alliance Company and event moderator, emphasized \u201cEmployment of the National List in 2018 showed that the system works.
