  Agrochemicals: The importers of plant protection products do not have to prepay for containers disposal Our efforts together with the Cabinet of Ministers of Ukraine and other business representatives brought the result – from now on, the prepayment for the disposal of plant protection products’ containers is no longer needed. The manufactures and importers will pay only for the works actually completed – for the containers destroyed or recycled. THE STORY BEHIND: Since 2009 the Ukrainian importers had to get the state ecological inspector’s permit to custom clear the packed goods. The mentioned document was impossible to get without a prepayment made for gathering, storage and disposal of imported containers and packaging materials. Passing through customs, the importers can hardly foresee if their goods are going to be sold or used. And it is impossible to predict if there are empty containers to be gathered and disposed. Thus, the request to carry out 100% prepayment for the container disposal at the import stage was unreasonable and inefficient. In accordance with the explanation of the State Fiscal Service, after adoption of CMU Resolution No. 128 dated 18 March 2015 the requirement of Order No. № 789/414/709 to carry out prepayment is no longer applicable. The EBA Agrochemical Committee welcomes this step of the Government as it promotes fair competition on the recycle market. Firstly, it encourages recycling operators to be competitive, to do business legally and transparently, and to be interested in finding customers for their services. Secondly and importantly, this is the step towards rooting out corruption and black schemes at the waste management market. The EBA would like to express gratitude to the members involved in settling the issue. At the same time, the EBA will continue to work for improving business climate in Ukraine.
