Consumer Electronics

01/ 07/ 2014
Following the lobbying efforts of the Consumer Electronics Committee of the European Business Association (hereinafter -– the Committee and EBA respectively), the Cabinet of Ministers of Ukraine (hereinafter – the CMU) has adopted and finally published the CMU Resolution “On Amendments to the Action Plans Approved by the CMU Resolution On Adoption of Technical Regulations on Energy Labelling of Consumer Electronics No702, dated 7 August 2013, and No210, dated 25 June 2014 (hereinafter – the CMU Resolution No210). Background: The CMU Resolution “On Adoption of Technical Regulations on Energy Labelling of Consumer Electronics” No702 from 7 August 2013 (hereinafter – the CMU Resolution No702), provided for the obligatory implementation of state market surveillance for energy products, household electric refrigerators, and household washing machines on their compliance with the requirements of the technical regulations from 1 July 2014. At the same time, the CMU Resolution No702 requires significant amending. Moreover, a number of national standards have to be adopted for its efficient application and the methodological recommendations must be elaborated. Thus, the EBA Committee has actively advocated the idea of changing the date from which the state authorities will check the equipment’s compliance on an obligatory basis from 1 July 2014 to 1 July 2015. As a result, the Ministry of Economic Development and Trade of Ukraine (hereinafter – the Ministry) has elaborated the Draft CMU Resolution that prescribed amendments to the Action Plans approved by CMU Resolution No702 and postponed for a year the date of the implementation of the obligatory state market surveillance. On 25 June, the abovementioned Draft CMU Resolution was finally adopted by the Government of Ukraine. We would like to express our gratitude to the management of the Ministry and of the CMU in general for their effective and constructive cooperation in finding a solution to this very important issue for the consumer electronics industry and we hope for fruitful cooperation in the future. Moreover, we would like to thank all EBA members who supported and contributed to the EBA lobbying efforts that resulted in this success. At the same time, we will continue our lobbing activities aimed at solving all other problematic issues in this sphere.
