  As a result of the European Business Association’s (hereinafter – the EBA) lobbying efforts, the State Veterinary and Phytosanitary Service of Ukraine (hereinafter – the SVPS of Ukraine) has published on their official web-site Letter No15-9-1-17/31713 from 26 November 2013 (hereinafter – the Letter) regarding the optimization of the veterinary police’s functions and created a hotline to allow for violations of its provisions to be reported. Background: Over an extended period of time, the EBA has been receiving appeals from its members regarding an existing problem connected with the duplication of the veterinary police’s functions with other state authorities and with the illegal actions of the departments of veterinary police. In October 2013, the EBA sent a letter to the respective state authorities with a request to assist with the adoption of the decision aimed at optimizing the activities of controlling bodies and, in particular, at liquidating the veterinary police departments. On 11 October 2013, the EBA and the SVPS Ukraine held a joint meeting under the chairmanship of the Head of SVPS of Ukraine Vladimir Gorzheev, together with the respective representatives from the department of veterinary police at the Ministry of Internal Affairs of Ukraine. As a result of the meeting, the parties came to the conclusion that the liquidation of veterinary police in Ukraine was premature, taking into consideration the necessity of providing epizootic protection for the population. However, the EBA representatives insisted on the necessity to optimize the veterinary police’s functions in order to avoid abuses in the sphere of state veterinary and sanitary control in veterinary medicine and to improve its effectiveness. On 6 November 2013, under the EBA’s initiative, a common meeting in conjunction with the SVPS of Ukraine and the Economic Reforms Coordination Centre under the President of Ukraine was held, in order to discuss the optimization of veterinary police’s functions and to prevent illegal business inspections. As a result of the meeting, the SVPS of Ukraine prepared and published on their official website the open Letter regarding the optimization of veterinary police’s functions, which had been agreed beforehand with the EBA. Additionally, a hotline was created in order to allow companies to address violations of the Letter’s provisions as well as to provide operative mechanism to report any illegal or unjustified actions of the departments of veterinary police. The hotline number is (066) 260-28-66. We would like to express our gratitude to the management of the SVPS of Ukraine for their effective and constructive cooperation in finding a solution to this very important issue for dairy and food operators and we hope for our fruitful cooperation in the future.
