Medicines in tryptamine group derivatives are removed from the list of narcotics of the Resolution of the Cabinet of Ministers of Ukraine No 1129 «On the amendments to the list of narcotics, psychotropic substances and precursors».

Background: On 5 December 2012 the Resolution of the Cabinet of Ministers of Ukraine «On the amendments to the list of narcotics, psychotropic substances and precursors» (hereinafter – the COM Resolution) was adopted. On 12 December 2012 it was made effective. The Resolution made amendments to the list of narcotics, psychotropic substances and precursors adopted by the Resolution of the Cabinet of Ministers of Ukraine No 770 dated 6 May 2000. In particular, the list № 2 «Particularly dangerous psychotropic substances banned for circulation» additionally included the tryptamine group derivatives.

Thus, Ukraine faced the situation where its patients were abruptly deprived of the possibility to get vital medicines, including high quality anesthetics prescribed by health care professionals.

The European Business Association (hereinafter referred to as “the Association”) appealed to the Prime Minister of Ukraine to focus on the situation and its possible negative impact on Ukrainian population in terms of its access to necessary treatment. The Association had also emphasized the fact that neither transition period and anticipated measures to withdraw the mentioned products from companies (manufactures, distributors, retail companies and  health care prevention institutions), nor the procedure of their destruction were anticipated legislatively.

For now, we are happy to inform that the medicines, including active pharmaceutical ingredients which contain tryptamine group derivatives were removed from the list № 2 «Particularly dangerous psychotropic substances prohibited for circulation» according to the Cabinet of Ministers’ Resolution No 15 dated 9 January 2013 which came into force on 17 January 2013.

The abovementioned amendments will remove obstacles on the way of getting proper medicinal treatment by Ukrainian patients.
