  State Registration of Pesticides is Renewed  Thanks to the efforts of the EBA Agrochemical Committee, on 18 April 2018, the Cabinet of Ministers of Ukraine approved the Procedure for ecological and expert assessment of materials submitted for registration of pesticides and agrochemicals. Adoption of the Law of Ukraine “On Environmental Impact Assessment” led to the changes in the ecological expertise system: the procedure for the state ecological expertise was replaced with an ecological and expert assessment of the materials for the registration of pesticides and agrochemicals. Even though the Law entered into force on 18 June 2017, but the Cabinet of the Ministers of Ukraine failed to ensure timely adoption of necessary the mentioned procedure for an ecological and expert assessment. Thus, in fact, the procedure for state registration of CPPs in Ukraine was blocked. We are pleased to inform that thanks to the efforts of the EBA Agrochemical Committee in collaboration with the Ministry of Ecology and Natural Resources of Ukraine and the Cabinet of the Ministers of Ukraine, the Procedure was developed and approved. Henceforth the Ukrainian and international importers and producers of CPPs will be able to finish the state registration of new generation of products. Legal background: On 23 May 2017 the Parliament of Ukraine adopted the Law of Ukraine “On Environmental Impact Assessment” 2059-VIII (hereinafter – the Law). According to article 17 of the Law, the procedure for ecological expertise was replaced by the ecological and expert assessment that shall be determined by the Cabinet of Ministers of Ukraine (hereinafter – CMU). According to article 17 of the Law, CMU shall ensure adoption of regulatory acts stipulated by the Law within six months from the date the Law entered into force. The Law entered into force on 18 June 2017.

Even though the Law entered into force on 18 June 2017, but the Cabinet of the Ministers of Ukraine failed to ensure timely adoption of necessary the mentioned procedure for an ecological and expert assessment.

Thus, in fact, the procedure for state registration of CPPs in Ukraine was blocked.

We are pleased to inform that thanks to the efforts of the EBA Agrochemical Committee in collaboration with the Ministry of Ecology and Natural Resources of Ukraine and the Cabinet of the Ministers of Ukraine, the Procedure was developed and approved.

Henceforth the Ukrainian and international importers and producers of CPPs will be able to finish the state registration of new generation of products.
