  On 23 November 2016 the Cabinet of Ministers of Ukraine supported the initiative of grain business community to allow forming grain export batches blended from different classes. For more than a year, the EBA Grain & Oilseed Committee experts together with the representatives of Minagropolicy had been working on amendments to the Instruction on grain accounting No.661. Allowing preparation of grain batches for export will significantly improve the competitiveness of Ukrainian grain exporters as well as allowing logistics infrastructure to be utilised more efficiently. The EBA expresses its gratitude to Minagropolicy, Mineconomy, the State Food Security Service, BRDO, GAFTA and all other representatives of the grain community that supported this initiative. The Association hopes for the soonest possible adoption of the abovementioned amendments to Minagropolicy’s Order. Legal background The issue of quantitive and qualitative accounting of grain (in particular, the demand to store grain by classes in different silos) is governed by the Instruction for accounting and preparation of operations with grain and its processing products at grain receiving and processing enterprises approved by the Order of Minagropolicy No.661 dated 13 October 2008 (Instruction No.661). On 16 August 2016 the draft amendments to the Instruction No.661 were published for public discussion at the web page of the State Inspection for Agriculture of Ukraine. As of 29 November 2016 the final agreed version of amendments to the Instruction No.661 is passing the last legal formalities in Minagropolicy.
