  The Draft Law #7010 dated 28 July, 2017 On Amendments to the Customs Code of Ukraine and certain Legislative Acts of Ukraine regarding the introduction of a “single window” mechanism and control procedures optimization when the goods across the Customs Border of Ukraine, was adopted in the first reading as a basis. The Associations experts took part in creation of this Draft Law. The single window principle at the Customs was introduced on 2 February, 2018, in accordance with the CMU Resolution #364, dated 25.05.2016. However, the Resolution cannot be implemented in full force due to necessity to make amendments to numerous laws that have a higher legal force and regulate the activities of not only the Customs but also other state bodies that issue permits for goods. The Draft Law #7010 will provide: Removal of legislative conflicts with the definition of terms and types of control. The given draft law provides for the introduction of appropriate changes not only to the Customs Code of Ukraine, but also to 23 other laws of Ukraine; Optimization and simplification of procedures of state control during export-import operations; Reduction of the number of controlling bodies on the State Border of Ukraine and in places of Customs clearance of goods and vehicles inside the Country. Eliminate the sanitary and epidemiological control; Reduction of permissive documents and expenses for exporting companies.

The Draft Law #7010 dated 28 July, 2017 “On Amendments to the Customs Code of Ukraine and certain Legislative Acts of Ukraine regarding the introduction of a “single window” mechanism and control procedures optimization when the goods across the Customs Border of Ukraine”, was adopted in the first reading as a basis. The Association’s experts took part in creation of this Draft Law.

The “single window” principle at the Customs was introduced on 2 February, 2018, in accordance with the CMU Resolution #364, dated 25.05.2016. However, the Resolution cannot be implemented in full force due to necessity to make amendments to numerous laws that have a higher legal force and regulate the activities of not only the Customs but also other state bodies that issue permits for goods.

The Draft Law #7010 will provide:

  • Removal of legislative conflicts with the definition of terms and types of control. The given draft law provides for the introduction of appropriate changes not only to the Customs Code of Ukraine, but also to 23 other laws of Ukraine;
  • Optimization and simplification of procedures of state control during export-import operations;
  • Reduction of the number of controlling bodies on the State Border of Ukraine and in places of Customs clearance of goods and vehicles inside the Country. Eliminate the sanitary and epidemiological control;
  • Reduction of permissive documents and expenses for exporting companies.
