Representatives of the Ministry of Economy presented the “National Cashback” program to business

  Last week, the European Business Association held a Cross-Committee meeting on the implementation of the Financial Assistance Procedure for Ukrainians called National Cashback. During the meeting with Anton Bets and Oleksandra Voropaeva, representatives of the Ministry of Economy, the program aimed at supporting Ukrainian manufacturers and retail networks was presented. The primary goal of this program is to encourage the transition from cash to cashless payments and to increase loyalty to local manufacturers through a cashback system. The program was created with the support of Mastercard and is actively integrated with the Diia mobile application, where consumers can track their accumulated cashback. National Cashback provides that when purchasing Ukrainian-made goods, buyers will receive cashback. According to the programs coordinators, this will not only boost sales but also promote fiscalization, as transaction tracking will be conducted through fiscal receipts linked to the tax authorities. Special accounts will be opened in all banks participating in the program. However, cashback will only be credited to one selected special account card, which cannot be topped up or withdrawn as cash but can only be used for specific services outlined in the program. The special card used for cashback deposits will be similar to the cards used in the eSupport program. Funds from this card can be spent on specific services, including utilities, medications, and other services from Ukrainian businesses. All sellers and manufacturers operating under the general taxation system can participate in the program. To join, they need to register on the Diia portal, submit a list of goods, and complete the necessary forms. The program will launch on September 2, with seller and manufacturer registration opening on August 26. A significant part of the discussion focused on the technical implementation of the program, particularly the identification of Ukrainian goods using GS1 barcodes, which will be used for cashback calculation. It is important to note that National Cashback will operate within the 2024 budget, and cashback accrued during this year can be used starting in 2025. After the 2025 budget is adopted, the system will continue to operate with next years funds. The meeting participants agreed on the importance of further cooperation and the organization of separate meetings for more detailed discussions on technical and legal issues involving lawyers and representatives of retail chains.
