Grain and Oilseeds

  The representatives of the Grain and Oilseed Committee participated in the meeting of the working group on grain market review chaired by Ms Olha Trofimtseva, Acting Minister of Agrarian Policy and Food of Ukraine. During the meeting, the participants discussed the situation on the grain market, state of winter crops, the revision of new wheat standard and the work of the agro logistics platform. Ms Olena Kovaleva, Deputy Minister of Agrarian Policy and Food of Ukraine, noted that the Memorandum of Understanding on 2018/19 MY will not be revised as the conditions for export volumes of wheat are fulfilled. In conclusion, the representatives of the Grain and Oilseeds Committee discussed important issues for the agro-sector, in particular, the effects for the business of so-called “soy-rapeseed amendments” and the importance of supporting the draft laws registered in the Verkhovna Rada of Ukraine No10027, No10027-1, which propose to reinstate VAT refunds for the export of oilseeds (soybeans and rapeseeds). In addition, participants emphasized that in order to reduce the fraud in grain trading it is necessary to open the  register of grain volumes in elevators and transfer the turnover of warehouse documents into an electronic form. Accordingly, the Order of the Minagropolicy No374 of 11 July 2005 should be amended. Questions were also raised about the simplification of barley export procedure to China and the current VAT refund to grain exporters.
