Speakers: Viktor Pogorilyi, Senior Manager of Agrochemical Direction, European Business Association Kucher Mykola, Peoples Deputy of Ukraine, member of the DOVIRA parliamentary group Slaston Roman, Director General, Association Ukrainian Agribusiness Club  Mykhailo Sokolov, Deputy Chairman, Ukrainian Agrarian Council Oleg Nivievsky, professor at the Kyiv School of Economics This week, for the fourteenth time (!), The Verkhovna Rada of Ukraine plans to consider draft law №2289, which provides for the abolishment of the discriminatory norm that has blocked for 5 years in a row the imports of innovative plant protection products for state testing and research. The norm in question is the one which was integrated in 2015 to Art. 4 of the Law On Pesticides and Agrochemicals and implies mandatory registration of PPPs in the country of production for the import to Ukraine. This norm has significantly reduced the possibility of registration of original PPPs in Ukraine, and as a result, the number of successful registrations of innovative PPPs has decreased three times in 5 years. Today, 95% of innovative PPPs remain blocked for the Ukrainian market, and due to the impossibility of using innovative PPPs, Ukrainian farmers receive UAH 3 billion annually. Thus, key producers of original pesticides have been forced to reduce investment in research by 90%. And, as a result, science in Ukraine also suffers significant losses.  It is also worth noting that in the framework of the European Green Deal, the EU will strengthen the requirements for agricultural suppliers to the EU. This means that without the possibility of parallel registration of drugs in Ukraine and the EU, our country will be deprived of the opportunity to sell agricultural products on the European market. Every day of delay in the adoption of draft law №2289, in general, has a negative impact on both the economy and the environment because the latest drugs are safer for human health and the environment, as well as blocks the resumption of investment in research in the field of PPPs in Ukraine. Therefore, the adoption of draft law №2289 at the next VRU sitting is an urgent, long-awaited, and necessary step for farmers, scientists, the state, and the environment. Venue: st.
