2008		 Ukraine's High-Ranking Officials met the UEFA Delegates
On 3 July 2008 Ukraine gave a cordial welcome to the Delegation of the Union of European Football Associations (hereinafter – UEFA). As the UEFA President Michel Platini underlined, the visit to Ukraine and Poland aimed to find out whether the countries were well-prepared to host the final round of the UEFA  Championship in 2012. The meetings with the UEFA delegates took place in the President’s Secretariat and in the Cabinet of Ministers.

2008		 Registration Procedure for Business Trips to Be Simplified

The Parliamentary Committee on Taxation and Customs recommends Verkhovna Rada to approve as a basis the Draft Law on Amendments to the Article 5 of the Law on Corporate Profit Tax (hereinafter – the Draft). The  Draft provides for introduction of a simple and accurate procedure to confirm business trips and interprets relevant business trip costs as a company's gross expenditures.

2008		 Ministry of Finance considered the EBA proposals
The Extended session of the Working Group on Taxation and Customs Policy under the CMU Investors Council (Working Group) took place in the office of the Ministry of Finance of Ukraine on 2 July 2008.
Chiefly the attendees discussed and analysed the EBA proposals regarding taxation of marketing charges, establishment of transparent rules indicating gross expenses for transactions in foreign currency and chargeless software for electronic VAT administration.

2008		 Second phase of Quick Deregulation: construction, land and tourism sector
On 11 June 2008 the Cabinet of Ministers of Ukraine adopted the Resolution No. 824-p on Measures to Implement a Review of Regulatory Acts in Sphere of Land Use, Construction and Tourism. The respective document was issued in terms of the second phase of quick deregulation in the construction, land and tourism sectors within the framework of the TIBA project launched by the USAID to provide technical assistance to the Government of Ukraine and the private sector to promote trade, investment and business development and to help  Ukraine integrate into the world economy.

On 24 June 2008 State Service of Medical Drugs and Medical Devices of Ukraine in conjunction with the European Business Association initiated the press-conference to mark an official ceremony of signing the Rules on promoting medical drugs performed by pharmaceutical companies and health care professionals at LIGABusinessInform. 2008		 Round Table on How to Reduce Corruption in Real Estate and Land Permitting System

The Round Table on How to Reduce Corruption while Obtaining a Permit for Construction and Conducting Land-related Operations was organised at the National Union of Journalists of Ukraine. The Round Table was initiated by the project Promoting Active Citizen Engagement (ACTION) in Combating Corruption in Ukraine, which has been launched by the United States Agency for International Development (USAID). Representatives of the state authorities, business and non-governmental organisations attended the Round Table to discuss the pressing problem of corruption in the construction and land permitting system.

2008		 State Committee for Technical Regulations and Consumer Policy introduces frequency for the check-ups of the enterprises based on risk level     
On 11 June 2008 the Draft Resolution of the Cabinet of Ministers of Ukraine on Criteria of Dividing Enterprises Based on Risk in their Activity in Production of Goods, Delivery of Services or Execution of Work was published on the web-site of the State Committee for Technical Regulations and Consumer Policy. Based on the risk assessment the enterprises are categorised into high-, medium- and low-risk groups. The check-ups frequency is prescribed for each risk group.

2008		 Infrastructural issues considered by the Ministry of Transport and Communication

The Working Group on Infrastructure under the CMU Investors Council met on 12 June 2008 in the premises of the Ministry of Transport and Communication. Chairman of the Working Group on Infrastructure under the CMU Investors Council (hereinafter – Working Group) Deputy Minister of Transport and Communication Mr Igor Urbanskyi stressed the investment projects to be implemented in the framework of the Working Group’s activity. Those were the projects related to Ukrzaliznytsia (arrangement of high-speed traffic of passenger trains) and Ukravtodor (building of ring-road around Kyiv and highway Odesa - Reni).

2008		 Approved: Procedure of auctions on sale of permits for subsoil use

On 4 June 2008 the CMU issued the Resolution approving the Order on Holding Auctions in 2008 on Sale of Special Pemits for Subsoil Use No. 525. The Order defines the procedure of sale of the above permits for subsoile use within the territory of Ukraine, its continental shelf and exclusive (sea) economic zone with the help of auctions. The auction is determined as the way of selling the permits for subsoil use by means of holding the bidding.

2008		 Ministry of Transport and Communication develops State Programme on Railway Transport  Reform

On 10 June 2008 the Minister of Transport and Communication Mr Vinsky announced that the Ministry was working on the radical reform of railway transport in Ukraine. The Draft Passport of the State Programme on Railway Transport Reform for 2008-2015 was published at the Ministry web-site on 10 June 2008. 2008		 EBA Analytical Review proposals reflected in the Draft Law

MP Tkach submitted to the Parliament the Draft Law on Amendments to Article No. 82 of Land Code, as he had pledged to the EBA members at the EuroDebates on "Free Land Turnover: Pro & Contra" on 27 May 2008. The Draft Law on Amendments and Additions to Ukraine’s Land Code (on foreign legal entities) No. 2600 as of 4 June 2008 states in clear terms and entitles foreign investors to acquire the rights to own non-agricultural land. The Draft Law was elaborated jointly with the EBA Real Estate Committee members within a series of meetings based on the EBA Analytical Review “IN CLOSE UP: Land property rights” proposals.

2008		 Railway tickets sale: meeting with Ukrzaliznytsia representatives

On 9 June 2008 the EBA representatives attended the WG under the Ukrainian State Railway Transport Administration (Ukrzaliznytsia) discussing implementation of the EBA Investment Paper proposals regarding railway tickets. The meeting was headed by Mr Korniyenko, Deputy General Director of Ukrzaliznytsia. There were also representatives of the Head Passenger Department, Head Department on Development and Technical Support at the meeting. The EBA was represented by Travel and Tourism Committee members.

2008		 Role of Metrology, Standards, Testing and Quality in Innovation and Technology Adoption

On 10 June 2008 the EBA participated in the 5th Session of the Ukrainian Knowledge Economy Dialogue  focusing on the Role of Metrology, Standards, Testing and Quality (MSTQ) in Innovation and Technology Adoption. This event was organised by the World Bank Office in Ukraine. Among the main panelists there was Mauricio Frota, the Chairman of Post–Graduation Metrology for Quality and Innovation.

2008		 Permits for Re-export of Goods

Since 29 July 2008 the Draft Law on Amendments to Certain Legislative Acts of Ukraine regarding Re-export of Goods is available for public discussion from the official side of the Ministry of Economy of Ukraine. The Draft prescribes amendments to the Customs Code of Ukraine providing for the definition of re-export as the customs regime according to which the goods originating from other countries are exported from the customs territory of Ukraine not later than the term stated by the law beginning from the moment of entry.

2008		 The meeting of Concessions Working Group was held yesterday on the premises of Ministry of Transport and Communication of Ukraine.
On 02.06.08 the EBA took part in the initial meeting of the Concession Working Group of the Investors Council under the Cabinet of Ministers of Ukraine. This Working Group was established under the Ministry of Transport and Communication of Ukraine. The core topic of the meeting was discussion of amendments to the Law On Concessions of building and operation of automobile roads.

On 28.05.08 the Intergovernmental Commission on Standard, Registration and Quality Control of Medical Drugs and Medical Devices for CIS-states had another meeting in Issyk Kul (Kyrgyzstan). Industrial Associations covering the EBA Health Care Committee, Byelorussia Association of International Pharmaceutical Manufactures and Representatives of Kazahstan International Manufacturers presented the Rules enabling pharmaceutical companies to promote medical drugs to Health Care professionals.

2008		 Follow-up: International Seminar on Modernization of Labour Law in Ukraine
On 23.05.08 the EBA representatives had a chance to attend the International Seminar “Modernization of Labour Law in Ukraine in the context of globalization”. This Seminar was organised by the International Labour Organisation (ILO), French Embassy in Ukraine and the Friedrich Ebert Foundation. The participants of the meeting represented the Ukrainian target authorities (Ms Denisova, the Minister of Labour and Social Policy, Mr Khara, the Head of Parliamentary Committee on Social Policy and Labour), NGOs, ILO (Mr Cieniuch, Chief Technical Adviser of the ILO Project) and other international institutions.

On 23.04.08 the meeting of the representatives of the Ministry of Environment of Ukraine with the Head of the ECPA CEEREG (European Crop Protection Association Central Eastern Europe Registration Expert Group) was held in the EBA office. It was first of the meetings planned as collaboration between ECPA and EBA Agrochemical Committee. On 17.04.08 the Government adopted the Resolution No 392 on Ensuring Implementation of Ukraine’s International Commitments according to UN Framework Convention on Climate Change and Kyoto Protocol. On 22.04.08 the President of Ukraine chaired the meeting of the Coordination Council on Euro 2012 preparation. On 17.04.08 the Cabinet of Ministers of Ukraine approved the Resolution No 372 providing amendments to the Resolution No 376 dated 26.05.05 on Approval of Procedure of State Registration (Re-registration) of Medical Drugs and Tariffs for its State Registration (Re-registration). Main changes were maid in requirements to the experts, which conduct expertise of the registration materials (registration dossier).

An agreement between the EBA and State Department for Intellectual Property (SDIP) is settled as to the future joint activity in frames of implementation of the EBA Report on Barriers to Investment in Ukraine proposals in the sphere of intellectual property. 2008		 Ukraine ratifies the WTO accession Protocol
On 10.04.08 the Verkhovna Rada of Ukraine ratified the Protocol on Ukraine’s Membership in the World Trade Organization. This was a precondition to formally complete the process of Ukraine’s WTO accession. The WTO will legitimate Ukraine’s membership in 30 days upon the ratification and on condition of the membership and one-time WTO fund fee settlement.

On 07.04.08 the Draft Law on Amendments to Certain Legal Acts of Ukraine (regarding state registration of commercial concession agreements) was submitted to Verkhovna Rada with No 2334  by MP Feldman. The Draft prescribes amendments to the Civil and Commercial Codes reflecting the EBA Investment Paper proposal to authorize a single body, in particular the State Department of Intellectual Property, to be in charge of registering the commercial concession agreements.

2007		 The Parliament approved List, Participants and Competence of the Verkhovna Rada Committees and elected a Speaker
On 04.12.07 the Ukrainian Parliament approved the List of the Verkhovna Rada Committees, their Participants and Competence of each of the Committee. It’s envisaged that each Committee may include not less than 9 MPs and not more than 20 MPs. The Parliamentary Resolution No 1004 named all the Committees to function in the Verkhovna Rada of the new convocation.

2007		 How to solve functional conflicts between authorities
On 26.11.2007 the EBA participated in the Round Table on Regulation of the functional conflicts in the executive authorities’ practice: combination of supervisory, permitting and economic functions. This Round Table was organized by the State Committee of Ukraine on Regulatory Policy and Entrepreneurship to discuss the corruption risks in the executive authorities’ practice caused by combination of supervisory and economic functions in a single authority.

On 23.11.07 the European Business Association took part in the meeting of the Exporters’ Council under the Ministry for Economy of Ukraine. This two-hour meeting was focused at discussing various mechanisms of the Ukrainian export support as well as possibilities to impact the negative balance of the Ukrainian trade.

2007		 Ukraine launched the National Registry of CO2 emissions
Ukraine has successfully established the National Registry of CO2 emissions and joined the International Transaction Log on 5 November 2007. This was the last precondition for the opportunity of full Kyoto protocol mechanisms execution by Ukraine.

2007		 European Parliament approved the EU-Ukraine Agreements on Visa Facilitation and Readmission
On 13.11.07 Members of the European Parliament voted for ratification of Readmission and Visa Facilitation Agreements with Ukraine. The next and final step from the European side should be ratification of documents by the EU Council of Ministers. Therefore the agreements could be implemented by the end of 2007. The Ukrainian official side emphasized this event to be an evidence of step-by-step execution of internal procedures on the way to enforcement of the above documents by the EU.

2007		 EURO 2012: Investment opportunities for business in Kyiv City
On 08.11.07 the EBA representatives and its member companies took part in the Kyiv Conference held in frames of the Poland-Ukraine Forum of EURO 2012 Cities devoted to development of cooperation between business and public authorities with regards to preparation for EURO 2012. Such collaboration was entitled as a partnership for success. The key speakers of the meeting were Mr Klyuchkovsky, Ambassador Extraordinary and Plenipotentiary of Polish Republic to Ukraine, Mr Holubchenko, First Deputy Head of the Kyiv City State Administration, Ms Slyusarenko, Deputy of the Minister for Economy of Ukraine etc.

2007		 Fourth Stage of the EU-Ukraine IP Dialogue
On 26.10.07 the fourth meeting of the EU-Ukraine IP Dialogue took place in the premises of the European Commission Delegation gathering EC officials, business representatives mostly from the EBA from one side and Ukrainian governmental authorities from the other side for fruitful and efficient discussion. Some of the EBA member companies had taken part in the preparatory meeting held prior to the IP Dialogue to discuss their issues of concern, which then were put forward to the government within relevant agenda points.

2007		 Criteria of Customs White Lists    
Following the EBA appeals to the state authorities concerning the draft Criteria for companies to be included in the customs White Lists (list of companies enjoying simplified customs clearance procedures), on 26.10.07 the State Customs Service of Ukraine, organized a working meeting of the EBA, State Tax Administration and Ministry for Finance to discuss the EBA concerns.

2007		 Government Pays Attention to Labour Market Demand in Skilled Workers  
The EBA has numerously raised the issue of the lack of qualified specialists, especially in the technical sphere. In particular, the EBA HR Committee members stressed the need to change the governmental policy in this respect to attract companies interested in employment of qualified human resources to work on enhancement of the educational process. Finally, on 17.10.07 the Ukrainian Government issued the Order on Approval of Action Plan Directed at Satisfaction of Labour Market Demand in Skilled Workers No 886-p (hereinafter – Action Plan).

2007		 Agrochemical Committee Cooperation at EU level
On 11.10.07-12.10.07 the European Crop Protection Association (ECPA) Workshop for Country Drivers from Central and Eastern Europe (CEE) was held in Riga (Latvia). The Workshop gathered the representatives of the Crop Protection Associations and companies from Bulgaria, Czech Republic, Hungary, Latvia, Lithuania, Romania, Russia, Serbia, Slovakia, Slovenia, Turkey and Ukraine. Ukraine was presented by the Agrochemical Committee of the European Business Association.
