04/11 10:00 EBA Round Table on Kyoto protocol and Ozone-related Issues with Ministry of Environment of Ukraine
took place at the premises of the Ministry of Environmental Protection of Ukraine. The participants focused on key subjects of the meeting - the EBA Investment Paper proposals on the Emission Reduction Units’ (ERU) trade in Ukraine under the Kyoto Protocol and ozone-friendly confirmation required during the customs clearance procedure. In reference to the Kyoto Protocol, the ERU legal definition caused main concerns - whether it should be treated as right, product or service, etc. The attendees agreed that ERU trade should be properly taxed depending on its type and decided to readdress this issue to the State Tax Administration and the State Securities and Stock Market Commission while providing the EBA approach to what the ERU is: product or right.
In terms of ozone-related issues the EBA members focused on export/import regulation of products with aerosol package. They tried to find out possible ways of simplifying the procedure on obtaining customs-friendly confirmation from the Ministry of Environmental Protection. The representative of the Ministry of Environmental Protection suggested organising a joint meeting with representatives of the State Customs Service of Ukraine to discuss and elaborate efficient approach to solving this issue.
EBA HR Committee
at the EBA office in Kyiv, 1-st floor, 1A Andriyivsky Uzviz. The meeting was devoted to summarising results of the EBA HR Committee activity in 2008. During this meeting the participants discussed the Committee priorities and action plan for 2009.
