Grain Export is Simplified Export of the Ukrainian agricultural products is a key economic activity. In 2014 Ukraine exported 35 mio tons of grain, threefold increase compared to 2011! Export potential of grain is much bigger. It could not be realized because of bureaucratic barriers faced by traders – these included both outdated rules for issuing quarantine and phytosanitary certificates and lack of information about phytosanitary rules in other countries. EBA Grain & Oilseed Committee has been repeatedly outlining the necessity to revise these archaic standards and rules. And finally, on 15 July the Parliament adopted the Draft Law that considerably simplified exporters’ business. From now on grain traders will be able: to receive quarantine and phytosanitary certificates within 24 hours after the vehicle is loaded. Vehicle idle time and additional expenditures will be mitigated. to have access to public information about documentary regulations for grain import to other countries. to have separate lists and regimes for import to Ukraine, inland transportation and export of grain and oilseeds. to have three times less administrative burden and reduce expenditures by 1 bln UAH. Legal background: On 15 July 2015 the Verkhovna Rada of Ukraine adopted the Draft Law “On amendments to the Law of Ukraine “On Plant Quarantine” (concerning decrease of administrative burden) No.2655 dated 17 April 2015 (the Law) that considerably simplified grain transportation and export. The European Business Association welcomes such innovations that will become a substantial step towards deregulation, liberalization of business environment, improving investment attractiveness of the Ukrainian agrarian sector and harmonization of the Ukrainian quarantine legislation with the EU practices. The European Business Association would like to express our gratitude to People’s Deputies who took the lead on this legislative initiative, as well as all EBA member companies that participated in fostering this initiative.
