Logistics

15/ 10/ 2014
On 1 October 2014, due to the lobbying efforts of the Logistics Committee of the European Business Association, the Draft Order of the Ministry of Infrastructure (Mininfrastructure) of Ukraine “On Amendments to the Rules for Automobile Transportation of Cargoes in Ukraine”was elaborated and published on the official website of the Mininfrastructure. Background: On 14 January 2014 the Mininfrastructure Order “On Amendments to the Rules for Automobile Transportation of Cargoes in Ukraine” No983 as of 5 December 2013 came into force. The substantial changes therein implemented, among others, an obligatory form of the waybill for automobile transport, which did not take into account the specifics of the logistics and express-delivery operations. After addressing this problem to the Mininfrastructure and following several meetings of Committee experts with the representatives of the Automobile transport department of the Mininfrastructure, the Draft Order, that provides for the needs of logistics service providers and express delivery operators, was mutually elaborated. The Draft Order stipulates that the form of the waybill can be changed by the company depending on the cargo type and its specifics, procedures and types of transportation. This is very important - for example in situations where combined cargo is delivered to several recipients by several senders with the transshipping of such cargos in at least 2 transport vehicles. Implementation of the abovementioned amendment will significantly help to shorten paper turnover, financial and human resources, operational and other costs of the parties involved in the transportation process and will positively influence consumer prices. Association would like to express its gratitude to the Mininfrastructure and all members of the Committee for their effective and constructive cooperation. At the same time we will continue our work orientated at creating a positive business climate in Ukraine in the sector of combined goods transportation.
