EBA EuroDebates are undoubtedly one of the most powerful EBA tools aimed at strengthening constructive dialogue between the business community and representatives of legislative and executive authorities. These regular meetings serve as one of the main means for EBA members to enhance the vis-а-vis dialogue with the European Union officials.

EuroDebates begin at 5:00 p.m. or 5:30 p.m., which is more convenient for the business schedules of EBA members and invited guest speakers. In line with their concept, EuroDebates are held as ‘open events’ with the mass media. The participation of representatives of the mass media is subject to mandatory accreditation.

We are proud of the fact that top officials of the Ukrainian Government are open to direct communication with EBA members, and that the EBA EuroDebates became for many EBA members a very efficient method of streamlined communication with the government. Each EuroDebates session brings together over 80-250 participants including EBA members, authorities, external experts and media.

The EuroDebates, devoted to “Law on Moratorium on Price Increase on Medical Drugs and Medical Products – consequences for the market” was held on the initiative of EBA Health Care Committee, on 29 October 2009 at the Sofiyivskiy Hall of the Premier Palace Hotel.

Participants of the meeting were:

• Ulrike Hauer, Head of the Trade and Economic Section of the Delegation of the European Commission to Ukraine;
• Volodymyr Ignatov, Head of the Health Care Committee of the European Business Association;
• Olexandr Savytskiy, Director of the Deprtment of the Ministry of Economy on Pricing Policy;
• Igor Prylrpko, Deputy Head of the State Inspection on control over the prices of the Ministry of Economy;
• Andriy Zelinskiy, Head of the Juridical Division of the State Inspection on Medical Drugs and Medical Devices Quality Control of Ukraine;
• Olexandr Heylomskiy, Consultant to the MP of Ukraine Mr Perederiy, Parliament Committee on Health Care;
• Igor Kryachok, Director of the Morion;
• Jean-Paul Scheuer, Head of the representative office of the Sanofi-Aventis to Ukraine;
• Yevgen Zaika, Head of the representative office of the Nycomed to Ukraine;
• Vitaliy Kirik, Director of the Ratiopharm Ukraine.

The participants have focused on the discussion and analysis of the situation that occurred around the adoption of the Law on Moratorium on Price Increase on Medical Drugs and Medical Products by Verkhovna Rada of Ukraine on 20 October 2009, that foresees the realization of mentioned production at the prices registered by the government, as well as fixing of the prices on medical drugs for the period till 1 January 2010 on the level of those of 1 June 2008.

During the Debates, participants stressed on the populist nature of the given legal act and absence of the implementation mechanism that is foreseen by the Law. Audience tried to analyze the consequences of the Law coming into force, which potentially can be hazardous not only to pharmaceutical businesses, but also to the system of epidemiological population security of the country as a whole.

Special attention during discussion was paid to the problem of costs compensation to the suppliers of medicine and products of medical purposes. Participants of the debates stated and proved on the basis of statistical data the fact of leveling of the positive social effect by the sharp deficit of pharmaceutical products, which in the nearest future can occur in the pharmaceutical retail stores.

EuroDebates has unified all players of the pharmaceutical market from producers to distributors, from wholesalers to retailers and became a public platform for address to President and government of Ukraine with a request of vetoing the given Law and preventing it from coming into force.

This event was conducted in the atmosphere of active debate and lively discussion and additionally proved the whole seriousness of the situation and necessity of its solution in the shortest terms.
